MS TCDC is seeking a dynamic and dedicated Human Resource Manager to lead the organization's HR strategies, fostering a positive work culture and driving employee engagement. As the HR Manager, you will play a crucial role in developing and implementing initiatives that promote employee well-being, professional growth, and inclusivity. 

Reporting directly to the Director, this key position carries significant responsibility in contributing to the strategic and administrative leadership of TCDC. The Human Resources Manager will play a crucial role in ensuring compliance with regulations, fostering team building and engagement among staff and service providers, collaborating with relevant government ministries, implementing effective performance management systems, supporting associate trainers, managing contract engagements, and facilitating staff capacity building.

For more than 50 years, we have delivered high quality capacity development in areas such as: democratic governance, human rights, transformational leadership, gender equality, youth participation and climate change governance.

Key Responsibilities 

  • As a part of TCDC Management team proactively participate in strategic discussions and planning relating to the direction and progress of TCDC’s mission.
  • Provide advise and guidance on all HR business processes and systems.
  • Support the department teams to build their capacity in all HR subjects and competencies.
  • Pro-actively ensure consistent and correct interpretation of the HR policies and procedures in line with TCDC’s policies, procedures and Tanzania and international labor laws.
  • Regularly monitor changes in the external operational environment and regulatory frameworks for advising leadership accordingly.
  • Advise management and ensure compliance through all organizational processes to minimize internal and external risks.
  • Regularly review and update specific policies and procedures in line with the changes in the industry and regulatory framework.
  • Develop reward management and remuneration systems for consideration by leadership.
  • Benchmark best practice with other organizations and use the information to advise management for improvement of TCDC’s approaches to staff issues.
  • Advise management on meeting its specific gender, diversity compliance accordingly to TCDC’s policies
  • Foster a positive and inclusive work environment, promoting diversity and equality throughout the organization
  • Actively engage with department heads to strengthen the conducive working environment through formal and informal mechanisms and structures
  • Maintain accurate and up-to-date employee records, ensuring confidentiality and compliance with data protection laws.
  • Coordinate, develop and maintain associates and service providers contracts.
  • Manage HR budget and resources effectively, ensuring cost-efficiency and return on investment.
  • Liaise with the government (Ministry, departments) with matters related to visas and work permits.
  • Liaise with managers and leadership to provide capacity building for staff, organize staff workshops and retreats.

Recruitment and Induction 

  • Responsible for timely execution of the recruitment process for all positions.
  • Provide a progress overview of ongoing recruitments and updates as required to the management.
  • Participate in interviews as required and ensure that managers are trained in following TCDC’s recruitment procedures.
  • Analyze recruitment trends, explore, and propose to management creative solutions to recruitment challenges.
  • Collaborate with other managers to ensure that all new staff have proper induction and are aware of organizational policies.
  • Manage employee offboarding processes, including exit interviews, separation agreements, and legal compliance.

 

Performance Management  

  • Professionally and confidentially advise relating to employee grievances, disciplinary issues and other administrative problems according to TCDC’s policies, procedures.
  • Support managers at key stages of the employee performance, management cycle (probation, staff talks and annual review).
  • Where concerns are identified, pro-actively engage with managers to address these by collaboratively implementing quality performance improvement plans.

 

Talent Management and Succession Planning 

  • Work closely with the management and leadership teams to ensure effective talent management mechanisms are in place.
  • Ensure TCDC’s recruitment approaches and capacity development initiatives reflect the organizational policy commitments gender and diversity.

 

Employee Relations and Staff Well-being 

  • Lead efforts to ensure staff wellness in the workplace.
  • Work closely with management to provide a conducive working environment (including enabling the staff social and other committees).
  • Work with managers and staff to create meaningful staff talks to improve on internal communication and understanding of policies.
  • Work with staff union on negotiations and consultations as required.
  • Support leadership in managing investigation on Fraud and HR disciplinary process.

 

Key Relations 

  • Works closely with the Finance Unit (in relation to staff pension; medical insurance; other welfare benefits).
  • Works closely with other managers in relation to leave management; recruitment of respective staff; and staff performance appraisal).
  • Works closely with the Director in relation to legal issues in relation to engagement of lawyers; compliance of the labor laws.
  • Works closely with the staff union in relation to building and maintaining strong relationship between Management and the Branch Trade Union.
  • Work closely with the government institutions especially labour and Immigration Services Department on work & resident permits and visa related issues.

Skills and Knowledge 

  • Strong and charismatic individual with solid experience of working with different stakeholders, leading the HR function in local and or international organization.
  • Strong management skills, able to manage and motivate a multi-cultural team of diverse backgrounds in a professional way.
  • Knowledge and understanding for local and international culture and values whilst embracing and working within international work ethics and standards.
  • Problem solving and creative thinking skills.
  • Strong leadership that creates a cohesive work team, demonstrate accountability for staff.
  • Ability to monitor and effectively implement a robust staff appraisal performance system.
  • Strong soft skills on equity, diversity, and inclusion.

Professional Qualities and Qualifications 

  • Master’s degree in Human Resources or Business Administration or any other related field.
  • Minimum of 8 years of working experience.
  • Proven experience in a senior executive role.
  • Professional qualification in HRM is an added advantage.
  • In-depth understanding of the industry both local and international and the workings of multi-cultural and multi-skilled teams.
  • Excellent leadership, people management and organizational skills.
  • Outstanding written and oral communication skills.
  • Experience in Change Management and strategic planning.
  • Experience in planning and budgeting.
