ABOUT MS TCDC

MS TCDC is a Pan-African Training Centre for Development Cooperation, situated in Arusha Tanzania, unique in its dedication capacity Development for Social Transformation.

MS TCDC offers research, learning, technical assistance, capacity development and convening services for state and non-state actors in the Global South. The Centre’s program strength and priority areas are democratic governance, transformational leadership, human rights, gender equality, youth participation, and climate governance and language, culture, and people-to-people exchange.

ROLE OVERVIEW

The Head of Training and Learning Unit (LTU) will provide strategic leadership in the design, development, delivery, and continuous improvement of MS TCDC’s training and learning portfolio. This role ensures that MS TCDC remains at the forefront of innovative, high-quality, and demand-driven learning services, aligned with market needs, organisational strategy. 

The position, in collaboration with the Human Resource Office, will manage and supervise a pool of trainers, consultants, and associates. This includes recruitment support, contracting, performance management and ensuring high-quality facilitation across both in-person and digital platforms while directly delivering training in areas of expertise. 

The Head of LTU will also drive innovation in curriculum design, digital learning platforms, quality assurance, partnership engagement, and business development strengthening TCDC’s reputation as a trusted training and knowledge hub in Tanzania, Africa, and across the ActionAid International Federation.

Key Responsibilities

  • Provide strategic leadership for MS TCDC’s training and learning portfolio.
  • Lead curriculum development, innovation, and integration of digital learning platforms.
  • Deliver training in areas of expertise using participatory and adult-learning methodologies.
  • Supervise, mentor, and coordinate trainers, consultants, and associates.
  • Establish and implement quality assurance systems for all learning products.
  • Build strategic partnerships, lead proposal writing, and contribute to business development.
  • Capture and share institutional knowledge and best practices.
  • Represent MS TCDC in national, regional, and international learning forums.

Education and Experience

  • Master’s degree in Education, Development Studies, Political Science, Business Administration, Economics, Social Sciences, or a related field.
  • 7–10 years of progressive experience in training, learning, and capacity development.
  • At least 5 years in a senior leadership or management role in a training institution, development organization, or academic setting.

Competencies 

  • Proven expertise in curriculum design, adult learning methods, and blended/digital learning.
  • Strong track record in quality assurance, monitoring, and evaluation of training.
  • Experience in business development, partnership building, and proposal writing.
  • Demonstrated leadership in managing multidisciplinary teams of trainers and consultants.
  • Excellent organisational, communication, and interpersonal skills in multicultural settings.
  • Fluency in English is required; proficiency in Kiswahili or another regional language is an added advantage.
