1. Background
MS TCDC is a well-established development training institution located in Arusha, Tanzania. The organisation offers a range of capacity development programs and manages various donor-funded projects, including the Strategic Partnerships for Advocacy and Influence (SPAII). MS TCDC maintains a high standard of accountability and transparency in financial management and is seeking a qualified audit firm to carry out statutory audits and project-specific audits in accordance with national and international standards.
2. Objective of the Assignment
The purpose of this engagement is to obtain the services of an independent external auditor to:
- Perform the annual statutory audit of MS TCDC in accordance with International Standards on Auditing (ISA) and guidelines of the National Board of Accountants and Auditors (NBAA) of Tanzania.
- Conduct a project audit of the SPAII project following specific donor audit instructions provided by ActionAid Denmark and Deloitte Denmark, which include procedures based on international auditing and ethical standards.
3. Scope of Work
The audit firm will be required to:
A. Statutory Audit
- Conduct a full audit of MS TCDC's financial statements.
- Ensure compliance with International Financial Reporting Standards (IFRS), NBAA regulations, and any applicable laws of Tanzania.
- Assess internal control systems and provide recommendations for improvement.
- Issue an independent audit report with a management letter.
B. Project Audit – SPAII
- Perform an audit of the SPAII project’s financial statements based on specific donor audit instructions provided.
- Ensure compliance with the donor’s requirements, including:
- IFAC and INTOSAI standards.
- Specific audit procedures and reporting templates are provided in the donor instructions.
- Submission of the audit report, management letter, representation letters, and working papers as per the agreed instructions.
- Submission of the reports according to the agreed deadlines.
4. Deliverables
- Audit reports for the statutory and project financial statements.
- Management letter outlining key findings and recommendations.
- Representation letters signed by MS TCDC management.
- Completion of all documentation and reporting templates provided by the donor.
- Completion of reports in a timely manner, in accordance with the agreed-upon schedule.
5. Qualifications and Experience
Eligible firms must meet the following requirements:
- Registered with the National Board of Accountants and Auditors (NBAA).
- At least 5 years of experience in auditing not-for-profit organisations and donor-funded projects.
- Demonstrated experience in conducting audits in accordance with ISA, IFRS, IFAC, INTOSAI and NBAA standards.
- Familiarity with audits funded by international donors (especially DANIDA-funded programs) will be an added advantage.
- Strong ethical standing and independence from MS TCDC.
6. Evaluation Criteria
Proposals will be evaluated based on:
- Technical expertise and qualifications of the audit team.
- Relevant experience in statutory and project audits.
- Understanding of the TOR and audit approach.
- Financial proposal.
