TENDER: MAINTENANCE AND REPAIR OF ICT INFRASTRUCTURE

MS Training Centre for Development Cooperation (MS TCDC) is a renowned Pan-African training centre based in Arusha, Tanzania, dedicated to capacity development in areas such as democratic governance, human rights, and transformative leadership. To enhance the reliability, security, and efficiency of its digital operations, MS TCDC is seeking to engage qualified vendors to carry out maintenance and repairs of critical ICT infrastructure components.

Location: MS TCDC, Usa River, Arusha 

OBJECTIVE

The objective of this assignment is to conduct a comprehensive maintenance and repair exercise of MS TCDC's ICT infrastructure to support digital learning, secure data management, and efficient service delivery across the organization.

SCOPE OF WORK

The selected vendor(s) will be responsible for the following components:

A. Software Systems and Platforms

Maintenance, patching, or updating of key systems, including: - 

  • Institutional Websites and systems
  • Microsoft Dynamics NAV (Navision)
  • SQL Server databases

B. Server Room and Core Equipment

  • Assess and refurbish the server room, including cabling, air conditioning, power backup and organisation.
  • Maintain, upgrade, or replace servers and other core hardware as needed.

C. Network Infrastructure

  • Diagnose and repair faulty network ports, LAN cabling, and trunk lines.
  • Maintenance of routers, switches, and wireless access points. - Troubleshooting and repairing CCTV systems and related surveillance equipment.

D. Smart Classrooms

  • Repair and maintenance of TV screens, computers, HDMI and power cables and video conferencing devices.
  • Ensure the electrical wiring and power distribution in digital classrooms are safe and operational.

E. Repair and Maintenance of Office Equipment 

  • Conduct diagnosis, repair and routine maintenance of office equipment, including printers, scanners and access control systems to ensure optimal functionality and performance.
  • Provide recommendations for replacement or upgrade of equipment where maintenance is no longer cost-effective or feasible.

EXPECTED DELIVERABLES

  • Detailed technical assessment report before commencement of work.
  • Maintenance and repair work plan with estimated timelines.
  • Fully serviced and functioning infrastructure and systems.
  • Final report summarising actions taken, components repaired/replaced and recommendations for future upkeep.

ELIGIBILITY CRITERIA

Interested vendors should meet the following criteria:

  • Registered ICT company with at least 3 years of experience in ICT infrastructure support.
  • Proven expertise in networking, server maintenance, and software system management.
  • Ability to deploy qualified technical staff on-site.
  • Valid business license and relevant certifications (e.g., Cisco, Microsoft, ITIL).

Quotations must include the following:

  • Breakdown of costs by component (Network, Server Room, Smart Classrooms, Systems)
  • Labour and service charges.
  • Timeline for service delivery.
  • Tax and statutory compliance certificates.

APPLICATION REQUIREMENTS

1. Company Profile & Legal Requirements 

  • Valid business license
  • Certificate of registration as an ICT service provider
  • Tax clearance certificate
  • TIN certificate
  • EFD receipt confirmation
  • VAT certificate (if applicable)
  • Portfolio with a list of three similar previous projects

2. Technical Capacity & Certifications 

  • Maintenance and repair work plan, including estimated timelines and a pre-work technical assessment report
  • Demonstrated expertise in networking, server maintenance and software systems
  • Capability to deploy qualified technical staff on-site
  • Valid Mikrotik, Oracle and Ubiquiti certifications
  • Valid Microsoft certifications, including Windows server certification

3. Quotation 

  • Itemised cost breakdown by component (network, server room, smart classrooms, systems)
  • Clearly indicated labour and service charges

A mandatory site visit should be conducted and must take place at least three (3) days prior to the application submission deadline. Vendors are encouraged to inspect the infrastructure to provide accurate and comprehensive quotations.
