PROCUREMENT OFFICER

The Procurement Officer will lead and manage the procurement function, ensuring that procurement activities are conducted following MS TCDC policies.

MS TCDC is a well-established Pan-African training and conference Centre based in Arusha, Tanzania, with a mission to inspire transformative leadership and sustainable development through capacity development and dialogue. In line with our commitment to transparency, fairness, and value for money, we are seeking a competent and experienced Procurement Officer to enhance our procurement systems and practices.

JOB OVERVIEW

The Procurement Officer will lead and manage the procurement function, ensuring that procurement activities are conducted in accordance with MS TCDC policies, Tanzanian procurement laws, donor regulations, and international standards. This role requires a strategic and analytical thinker with a strong command of procurement and supply chain management principles.

KEY RESPONSIBILITIES

1. Policy and Compliance

  • Review and update MS TCDC’s Procurement Policy and Procedures to align with national regulations and best practices.
  • Ensure compliance with the Public Procurement Regulatory Authority (PPRA) and donor-specific procurement guidelines.
  • Keep abreast of national procurement laws and provide timely advice to management.

2. Procurement Operations

  • Plan, coordinate, and execute procurement activities for goods, services, and works.
  • Develop and implement standard procurement forms and templates.
  • Manage all phases of procurement, including tendering, evaluation, contract award, and documentation.
  • Maintain accurate and complete procurement records for accountability and audits.

3. Supplier Management

  • Identify, evaluate, and prequalify suppliers to maintain a robust vendor database.
  • Conduct market surveys and maintain up-to-date pricing and availability information.
  • Monitor supplier performance and lead periodic evaluations.

4. Procurement Committee Engagement

  • Act as Secretary to the Procurement Committee.
  • Prepare and circulate meeting agendas, minutes, and relevant documentation.
  • Provide technical guidance to the committee on procurement best practices.

5. Process Improvement and Capacity Building

  • Identify inefficiencies in procurement processes and recommend improvements.
  • Conduct internal training to build procurement capacity across the organisation.
  • Uphold MS TCDC values of transparency, accountability, and fairness throughout the procurement cycle.

QUALIFICATIONS AND SKILLS

  • Bachelor’s degree in Procurement, Supply Chain Management, Logistics, Business Administration, or related field.
  • Certified Procurement and Supplies Professional (CPSP) by PSPTB – Mandatory.
  • At least five (5) years of hands-on experience in procurement, preferably with donor-funded projects or reputable institutions.
  • In-depth knowledge of Tanzanian procurement laws and donor regulations.
  • Experience managing procurement for both small-scale and large institutional vendors.
  • Strong negotiation, analytical, and communication skills.
  • High integrity, accountability, and ability to work independently.

KEY COMPETENCES

  • Excellent planning and organisational abilities.
  • Familiarity with procurement systems and ERP platforms (preferred).
  • Ability to manage multiple tasks and meet tight deadlines.
  • Strong communication skills in both English and Swahili.
  • Exceptional attention to detail and document management.
